Immigration Slows

Frequently Asked Questions

Adversaries

• How does Farmers Seek the Dahan For Aid affect Habsburg Monarchy (Livestock Colony) Level 1?
  It doesn't — it changes the next Ravage Card to a Build Card, but doesn't affect the Invader Steps.

  Likewise if the Build is entirely skipped by Immigration Slows, there is still a Build Step and Habsburg Lvl 1 still happens.

Effect Rules

• If an effect happens after a particular step of the Invader Phase (e.g., "after the Build Step") and there are multiple Invader cards in the corresponding space, does it happen after resolving each card?
  No, resolve the triggered action(s) after the entire step is over, once you've finished resolving every card in that step. If the triggered action references the corresponding cards, it refers to all of those cards.

  So, for example, when up against Habsburg Monarchy (Livestock Colony) Level 1+ and have both a "Jungles" card and a "Mountains+Wetlands" card in the Build Space, then (in order):

  • The Invaders build in Jungles;
  • The Invaders build in Mountains and Wetlands;
  • "Migratory Herders" triggers, gathering Towns from Sands into each Jungle, Mountain, and Wetland.

Event Cards

• If there are multiple Ravage Cards, which lands get a Ravage Damage bonus from "Foreign Dignitaries Visit"?
  Each Invader Card grants the bonus to the lowest-numbered land it matches, only for the Ravage it creates in that land (if any). For example, if the first Ravage Card is Wetlands and the second Ravage Card is Coastal lands, then if land #2 is a Coastal Wetlands, it'll get the +2 Damage in the Ravage caused by the Wetlands Card (as the lowest-numbered Wetlands) but not in the later Ravage caused by the Coastal lands card (since that cards grants bonus Damage in land #1).

  Which land gets a bonus doesn't change once it's locked in at the start of resolving that Invader Card, even if the list of matching lands changes due to some of the Ravages (e.g., due to the Tsardom of Russia's "Competition Among Hunters" making lands with 3+ Explorers match all Ravage Cards). Nevertheless, these changes can affect which land gets the bonus from any subsequent Invader Cards that cause Ravage Actions.

Invader Actions

• What happens when multiple Invader Cards are in the same space on the Invader Board? (e.g., due to Explorers are Reluctant)
  In the corresponding step of the Invader Phase, resolve each card one at a time, starting with the oldest card – the one closest to the Invader Board. When Invader Cards advance at the end of the Invader Phase, the cards move together. [B&C p. 14, JE p. 11]

  Each card separately determines where it creates Invader Actions. If a land matches multiple cards, it can thus get an Invader Action from each one! Clarifications for specific actions:

  • Ravage: Defend applies separately to each Ravage. Only add Blight if a single Ravage deals 2+ Damage to the land. In the uncommon case that a Ravage created by the first card adds or moves Invaders, it can change which lands Ravage due to the second card.
  • Build: Towns/Cities added by the first Build Card affect what is built in that land by the second Build Card.
  • Explore: Pieces added by the first Explore Card can be sources for the second Explore Card, though this only matters if something makes an Explore Action add Towns/Cities or allows Explorers to be sources.

  Anything effect that checks which lands match the Invader Cards in a particular space (e.g., the Hard-Working Settlers Event) or the terrains showing on those cards (e.g., the Fortification Event), checks all of those cards. (It generally won't matter how many times those lands match or those terrains appear, just if they do.)

• Can the "next normal" Ravage or Build be on a future turn?
  Yes.

  If the Ravage or Build Space is empty, or if the Invader Card in that space has been changed into a different type of Invader Card (e.g., the next normal Ravage Card becoming a Build Card) leave the relevant Event Card in that space until the effect has a chance to apply.

• What happens when a specific Invader Card doesn't advance (e.g., due to "Immigration Slows")?
  When advancing Invader Cards, leave the card in the space it's already in, but advance all of the other Invader Cards. There will then usually be two (or more!) Invader Cards in that space for the following Invader Phase. On future turns, the card that didn't move will resolve before the newly-arrived card, and both cards will advance together.

  The Salt Deposits card (Habsburg Mining Expedition Level 4) is a special case that permanently doesn't advance once it reaches the Ravage Space. (It advances normally out of the Explore and Build Spaces.) It will share that space with other Ravage Cards on subsequent turns, and will always be the first of those cards to resolve.

• What counts as a single Ravage when "the next normal Ravage" is affected?
  A "normal" Ravage refers to a single Ravage Card in the Ravage Space printed on the board, resolving during the Ravage Step. Similarly the "normal" Build/Explore refers to a Build/Explore Card in the Build/Explore Space printed on the Invader Board, resolving during the Build/Explore Step. (See B&C p. 15 or JE p. 27)

  Thus anything modifying the "next normal" Invader Card of a particular type affects both terrains on a Stage III card, but only one card if there are multiple cards in the space. It doesn't apply to extra steps added by Adversaries like England, Invader Actions caused by an Event or Power (unless modifying how the existing card works), or if an Event swaps an Invader Card to a different type than the space it's in (e.g., turning a card in the Ravage Space into a Build Card). It does include extra actions created by an Invader Card due to a modifier to that card.

  As an exception to the normal rules about ongoing effects expiring when Time Passes, modifiers to the "next normal" Invader Action can persist into future turns in the rare case that there is no Invader Card in the appropriate space on the turn the modifier is added (or even more rarely, if the only card in space has had its type changed to no longer correspond to the space it's in).
