Invader Actions

• What counts as a single Ravage when "the next normal Ravage" is affected?
  A "normal" Ravage refers to a single Ravage Card in the Ravage Space printed on the board, resolving during the Ravage Step. Similarly the "normal" Build/Explore refers to a Build/Explore Card in the Build/Explore Space printed on the Invader Board, resolving during the Build/Explore Step. (See B&C p. 15 or JE p. 27)

  Thus anything modifying the "next normal" Invader Card of a particular type affects both terrains on a Stage III card, but only one card if there are multiple cards in the space. It doesn't apply to extra steps added by Adversaries like England, Invader Actions caused by an Event or Power (unless modifying how the existing card works), or if an Event swaps an Invader Card to a different type than the space it's in (e.g., turning a card in the Ravage Space into a Build Card). It does include extra actions created by an Invader Card due to a modifier to that card.

  As an exception to the normal rules about ongoing effects expiring when Time Passes, modifiers to the "next normal" Invader Action can persist into future turns in the rare case that there is no Invader Card in the appropriate space on the turn the modifier is added (or even more rarely, if the only card in space has had its type changed to no longer correspond to the space it's in).

• Can the "next normal" Ravage or Build be on a future turn?
  Yes.

  If the Ravage or Build Space is empty, or if the Invader Card in that space has been changed into a different type of Invader Card (e.g., the next normal Ravage Card becoming a Build Card) leave the relevant Event Card in that space until the effect has a chance to apply.

• Are the extra Builds from Bureaucrats Adjust Funding part of the normal Build for the purposes of Panicked by Wild Beasts?
  Yes, if the Build Card is in the Build Space, Panicked by Wild Beasts level 2 or 3 skips any additional Builds it causes via Bureaucrats Adjust Funding.

  Bureaucrats Adjust Funding modifies how the Build Card works, and thus any additional Build Actions it causes are normal if caused by a normal Build Card. (If the Build Card is not a normal Build Card because it's not in the Build Space printed on the Invader Board, then the extra Build Action isn't normal either.)

Scenarios

• How does Surges of Colonization interact with the Terror Level 2 effect of Explorers are Reluctant?
  If you resolve Explorers are Reluctant on an even-numbered turn where you’re resolving multiple Explore Cards, resolve one fewer Explore Card that turn and resolve one additional Explore Card on the following turn, when you'd normally not resolve any Explore Cards.

  If you resolve Explorers are Reluctant on an odd-numbered turn where you’re not resolving any Explore Cards, the "next normal Explore" and "next Invader Phase" are both on the next turn, so the two halves of the effect cancel each other out and the Fear Card essentially has no effect.

  If Explorers are Reluctant applies to the final even-numbered turn and there aren't enough cards left for the final surge, it may cause a game loss on the following turn when attempting to Explore from an empty deck.
