What counts as a single Ravage when "the next normal Ravage" is affected?

A "normal" Ravage refers to a single Ravage Card in the Ravage Space printed on the board, resolving during the Ravage Step. Similarly the "normal" Build/Explore refers to a Build/Explore Card in the Build/Explore Space printed on the Invader Board, resolving during the Build/Explore Step. (See B&C p. 15 or JE p. 27)
Thus anything modifying the "next normal" Invader Card of a particular type affects both terrains on a Stage III card, but only one card if there are multiple cards in the space. It doesn't apply to extra steps added by Adversaries like England, Invader Actions caused by an Event or Power (unless modifying how the existing card works), or if an Event swaps an Invader Card to a different type than the space it's in (e.g., turning a card in the Ravage Space into a Build Card). It does include extra actions created by an Invader Card due to a modifier to that card.
As an exception to the normal rules about ongoing effects expiring when Time Passes, modifiers to the "next normal" Invader Action can persist into future turns in the rare case that there is no Invader Card in the appropriate space on the turn the modifier is added (or even more rarely, if the only card in space has had its type changed to no longer correspond to the space it's in).
