No, that wasn't intended. Pieces not participating in an Invader Action (or even an entire step, like the Ravage Step) are still counted for Victory / Defeat.

Yes. You may ignore Explorers during Ravage actions and/or the entire Ravage step, as per "does not participate in Ravage"

Changed answer:
No. Lure's ability effectively means "do not participate in Ravage", and pieces not participating in Ravage aren't ignored for Victory / Defeat.
It would be better phrased as, "For each of your Presence in a land, up to 2 Explorer do not participate in Ravage."

Can Lure of the Deep Wilderness prevent Russia *(level 3+)* from having an extra Ravage?
Yes.
Lure of the Deep Wilderness can make Explorers be ignored for the entire Ravage Step, including the portion where you determine which lands will Ravage.
