Is Lure of the Deep Wilderness' ability to ignore Explorers the same as saying those Explorers do not participate in Ravage?
Yes. You may ignore Explorers during Ravage actions and/or the entire Ravage step, as per "does not participate in Ravage" (JE rulebook, p. 14).
