How many actions is the "Act Cautiously in the Background" option of "Hard-Working Settlers," and what order do those actions resolve in?
It's three actions per board. Resolve all of the actions from the first bullet (Pushing Dahan) before moving onto the actions from the second bullet (adding Towns), before concluding with the actions in the third bullet (Ravaging). In particular, all Dahan will have moved before any Ravages happen.
Similarly, "Waning Support" first resolves as one action on each board with Towns/Cities and 5 or fewer Dahan, following by one action on each of those boards that also have 3 or fewer Dahan.
