If the "Xenophobia" Event stops each individual Invader from dealing Damage to the land (but leaves them dealing Damage to Dahan), do Ravage Damage bonuses increase Damage dealt to the land?

No. In order for per-land Damage bonuses to apply, at least one Invader must be dealing more than 0 damage. (See the Ravage Timing sidebar on page 7 of the Jagged Earth rulebook.) This is checked separately for "damage to the land" and "damage to Dahan".
Damage to the land and to the Dahan are tallied separately. The vast majority of the time, these Damage amounts are the same until applying any Badlands in the land, so it's not worth the trouble of computing them independently until Badlands are checked in Step 4. The "Xenophobia" Event can make the Damage amounts diverge back in Step 1, which means that the Damage bonuses in Step 2 can potentially apply differently to those totals.
This most commonly comes up against the Habsburg Monarchy (Livestock Colony) Level 6, which can grant +2 Ravage Damage per land. If only Explorers are Ravaging, "Xenophobia" makes each of those Explorers deal 0 Damage to the land. Since none of the Ravaging Invaders can harm the land, there is no Damage to the land for the Adversary to increase. On the other hand, since the Explorers are still dealing Damage to the Dahan, the Adversary can increase that Damage total by 2. (This can also arise with more complicated Invader configurations if Strife or the "Mesmerized Tranquility" Minor Power are involved.)
