Then no Ravage on that board gets the Damage bonus. The event just checks which lands match the Invader Card (usually having the same terrain), not if that land will actually Ravage.
Similarly, if an Invader Card causes a mix of Ravage Actions and non-Ravage Actions (e.g., Build Cards causing both Build Actions and Ravage Actions against the Habsburg Mining Expedition), the lowest-numbered matching land could get a different Invader Action, thereby "wasting" the bonus Damage.
