Thraxir's "Sever Reality" reads:

Activate after the turn order deck is shuffled.

This ability can interrupt the resolution of other card effects if that card effect causes the turn order deck to be shuffled (e.g. something that reveals a card from an empty turn order deck). The other card effect finishes after Sever Reality is resolved.
