"Seeking Destruction" Clarification

When the power card "Seeking Destruction" enters play, you immediately "Place the player number token of the player with the most opened breaches on [it]."

When it resolves, "if the player whose player token is on this has the most opened breaches, that player suffers 5 damage. Otherwise, Unleash twice."

If the player whose player token is on the power is tied for having the most opened breaches, then they suffer 5 damage, and the nemesis does not Unleash twice.
