If Magus of Cloaks has 7 nemesis tokens, you cannot choose to have him gain 2 nemesis tokens on Unleash and Gravehold must take 2 damage. You must choose an Unleash option that you an fully/most fully resolve, and since he has a maximum of 8 tokens, he cannot gain 2 more.
