The nemesis attack Cloister reads, "If Fortress has no rubble tokens, move the Fortress token to the 3p start space on the Fortress Track and then Fortress gains 3 rubble tokens. Otherwise, Fortress gains 5 rubble tokens."
If Fortress has no Rubble tokens, the 3 tokens gained are in addition to the 3 tokens normally gained when the Fortress token moves to the 3p start space (total of 6 Rubble tokens).
