Create menu pick should be disabled if you're not allowed to Create

Summary: Currently, if I don't have Create rights within the Space, it lets me go through the motions of Creating a Thing until I try to save it -- and only then fails. It should prevent me from starting in the first place, by disabling the menu pick, giving an error when I load the window, or both.
