Probably a janitor or two, not doing anything much, but terrified of getting caught by all these cops. Should have many friends in company. Should have seen or heard something relevant. At least one character should be passionately anti-immigrant, and suspicious of him because of that.
Might also have a reaseacher in that boat, whose visa has expired.
