We should be more hard-assed about the Terms of Service

Summary: Currently, we are checking the TOS version when you load the Client. That's not bad, but isn't nearly as tight as we should be.
The complication here is that checking it on every page load screws up the Sign Up workflow itself. So think about the right way to do this.
