Undefined Tag View from an App is used in preference to the child Space's version

Summary: That is, if the App Model defines the Undefined Tag View, and the child Space overrides it, the App version is still used.
This is weird and surprising, but look at the Feature Model in the Arisia Volunteer Space Issues for an example.
