The Terms of Service should get rolled into the main Sign Up Page

Summary: The current approach takes an extra step and non-trivial user-attention, and the TOS page is shoutier and scarier than it needs to be. It's over-cautious, and likely driving away users.
It should just be a panel (or even a link) in the Sign Up page, with a checkbox, the way everybody else does it.
