The Mobile menu is kind of crap

Summary: The cascading menus from the top (taken from Bootstrap) are just plain hard to use on a small device.
We should probably replace this with a slide-in from the side -- that's increasingly the de facto standard, and it's better. Sadly, it may mitigate against the simple CSS one-size-fits-all we currently have.
