The Apps table in the DB is apparently vestigial, and should be deleted

Summary: It's not doing any harm, but it's cluttering and confusing.
First, make sure that it's not being used. And decide whether we are going to use the Apps table, or separate Persistent Actors, to get the list of Spaces based on an App.
