The Advanced Edit and Delete Buttons on the Instance Editor should always be visible

Summary: At this point, I'm going to declare this a discoverability bug -- these buttons aren't terribly obvious even on the desktop, and they're damned near unfindable on touchscreen.
Make them always-visible.
While we're at it, consider reskinning them a little, to look better and be easier to hit on a smartphone -- they're currently a bit small. (Which means wasted real estate, but so be it.)
