Tags linked from QL behave differently from Tags linked from Properties

Summary: In particular, the Tag linked from QL (a) displays with dashes in its name, and (b) doesn't recognize if it is a Tag that has been defined elsewhere in a Property.
The difference (which is arguably a separate and bigger bug) is that tags linked from QL wind up with dashes in their URLs, and those linked from Properties wind up with plusses. These are being handled different in TagThing.
