Switch to a better-baked split-brain solution

Summary: We are currently using my own homebrew split-brain system, but it is known to be imperfect. Try using one of the open-source libraries instead.

The most obvious solution, if they actually open-source is, is the Lightbend Split Brain Resolver. But also investigate Lithium -- discussed here, and Akka Cluster Custom Downing.
