Recursive local functions can cause Querki to hang!

Summary: Not sure exactly how, but they clearly aren't getting the depth-50 cutoff reliably.
Investigate this. I caused it accidentally while working on the Arisia Volunteers Space, when trying to use local functions to build the supervisory hierarchy recursively. It actually managed to hard-hang the node, so it's a very serious bug.
