Move the Querki News Journal from LJ to Querki

Summary: Things are up to the point where it's worth making this jump. We won't have commenting capability initially, but nobody's actually using that yet anyway.

See the Design for RSS Feeds for details on the necessary tech. It's the heart of the long-mooted "What's New" feature. That no longer looks intimidating, at least for RSS, and I think that implementing it gives us enough machinery to be able to flesh out the rest of What's New later.

Once this is implemented, add it to Dreamwidth and LJ immediately.
