If an Instance is both Publishable *and* has User Values, the Publishers will not see their User Values while there are outstanding changes

Summary: This is an obscure edge case, but is pretty obvious in the code in OldUserSpaceSession.makeEnhancedState() -- the In-Publication version of the Instance will override the one with the User Values.
