I should not be able to apply Who Can Read to a Property

Summary: Who Can Read isn't applied to Properties (or Types, etc), because it could cause havoc if it were -- Things using the Property wouldn't be able to resolve. So I shouldn't be able to set it in the Editor.
Is this just a matter of adding AppliesToKind to this Permission?
