Summary: Currently, a List of Photos renders as a non-animated carousel. Users should be able to turn animation on.

It sounds like the right approach is to add something like a typical volume control: it should appear on hover, starts on no-animation ("mute"), and allows you to control the animation speed with a slider. Ideally, it should record the animation speed as a local cookie or a user preference.
