I should be able to send a Notification from QL

Summary: This is the heart of adding the ability to send email from Querki in userland code.
The phrasing above is intentional. You cannot force Querki to send email: that is always under the control of the recipient. But you can send a Notification, which defaults to sending an email, and the recipient can choose to unsubscribe from it.
