Tag Sets

Summary: This is one aspect of the general Curate Tags feature, along with being able to merge Tags. But this one's the highest priority.

The trick is that this requires going through the entire Space, and altering the Tag everywhere that it is used.

This isn't likely to happen until we have the new backend written, but shouldn't be too terribly difficult then.

The hard part is altering the Tag in QL expressions as well. But that can probably be left for a later, more advanced story -- it is much less commonly needed.
