I should be able to receive Notifications natively on my device

Summary: That is, when a Comment comes in, it should pop up on my device, same as a tweet or a Facebook comment.
This is probably a fair amount of work, which is why it is only Medium priority. But it would be really sweet, especially once we have push Notifications working properly.
