I should be able to enroll my App in the App Gallery

Summary: This was originally automatic, but I thought better of it. There should be UI that lets me do it when I feel like it.
There are other stories here as well -- to remove something from the App Gallery, which should happen automatically if the App is archived, and to modify it as appropriate.
