I should be able to define a menu for my Space

Summary: Requested by some of Eric's people, they suggest using the menu bar for Space-specific stuff.
We probably shouldn't tie this into the menu per se too tightly -- especially given that it gets collapsed on the small screen -- but it's a reasonable request. Conceptually, we want a way to specify a universal nav list for this Space...
