I should be able to define User Preferences for my Space

User Values

Summary: That is, users of my Space should be able to set Preferences that affect how the Space works.

This is implemented by User Values. It almost already works, but User Values are current restricted to Members of this Space. IMO, this is a good enough reason to widen that, and allow Public to have User Values. (Which I've been considering anyway, so you can open up Ratings if you want to.)

Requested somewhat idly by Eric, but Justin decided this is a great feature, and nearly trivial to implement.
