I should be able to change how links are represented in Querki for myself

Summary: Currently, links are represented as green text. Which is great for most people, but not for the color-blind, who may lose that important affordance. They should have a way to change links to some other style that is easier for them to use.
This is clearly a User Preference -- a concept that doesn't exist yet, but which we increasingly need.
It also feeds into the growing need for a revamp of how CSS works in Querki, to make it more dynamically configurable.
