I can send a Notification message to everyone in this Space

Summary: This would have been highly desireable in ARC, especially coupled with being able to send Notifications out via email -- that way we could have sent Character Hints and Character Sheets at simple Notifications.
Note the assumption that these Notifications may contain QL and QText, which gets customized per recipient.
These may only go to people who have accepted membership in the Space; otherwise, this is a spam vector.
Whether I receive this via email or not is up to the recipient, as a setting. There should be both a global setting of how I generally like to receive Notifications, and one specific to the Space.
Being able to send these Notifications should require a Permission which is only available to Moderators and above.
