Summary: That is, I can define that 1 Quart is 4 Cups, or that 1 Mile is 1.60934 Kilometers.
Note that most of these relationships are between Units in the same System. But it is recommend that each System have enough conversions to Metric to make arbitrary cross-System conversions possible.
