Hitting Delete from text-entry area in Tag Set can accidentally delete other tags

Summary: In particular, if I'm entering text, and I backspace too far, it can wind up deleting existing tags.
I suspect this is a misfeature. It's designed to make it easy to delete using just the keyboard, but delete shouldn't be that easy.
