From a Tag / Link Set Editor, I can browse the options

Summary: Currently, we have an annoying drop-down for single Links, and a prompting input for Tags. But we really should have the prompting input plus a way to ask, "Remind me what all the Features are, again?".
This needs design, but should probably be a button next to the Tag Set, which pops a dialog that lists all the existing Tag / Links by display name, and allows you to click on one.
