Edit button should be disabled if I can't edit

Summary: Look at this page when not logged in. You can still click the "Edit" button, and it still shows something, but the results are mysteriously empty. The button should be disabled, probably with hover text to indicate why.
Pointed out by Xavier. Need to think about this, to see if this is something we can consistently fix at the Querki level or whether it needs to be case-by-case.
