Confused by "base on a model"

Is "Base on a Model" really a thing that gets used often enough to justify its prominent display while creating new Properties? From the way it is phrased, I always think it means (Tag Type, restricted to Model), which is a thing I use all the time -- after I delete the version I miscreated by using "Base on a Model".
