Choice Order is showing up as an Instance Property

Summary: That is, when you add it to a Model, it gets added to the Instance Properties initially, and you have to drag it to Model Properties. This is fundamentally a Model Property.
Do we have a way to say "this should always start as a Model Property"? If not, we should.
