As a Paid User, I can have faster TTLs for Anonymous access

Summary: Does this make sense as a minor upsell?
Assume that, in the medium term, we will move to pre-rendered static pages for Anonymous views of Things. (Probably served by Amazon CloudFront.) This is nice and efficient from our POV, but not free, and the cost is probably related to the time-to-live for those pages. (Is this true? Investigate.) Certainly, a lower TTL means we have to reload and reprocess the page more often. We'll probably default to a 1 day TTL -- fairly slow. For Paid users, though, we might do so more frequently.
