Keeping a per-user history of important moderation-related events is important. Don't rely on moderators' memory. If you think that "delete account, make new one to try again" is something that could happen, history needs to survive account deletion so mods can later answer the question "wait, is this the same user who did that other thing?".
We need to think about the implications of this. It isn't obviously easy to derive from the Conversation structures as they now stand, so we may need a denormalized Moderation History stream in order to be able to introspect on this sort of thing.
