As a Manager, I should be able to do most Owner tasks

Access Control

Summary: This has been defined more or less forever, but becomes critical for the Arisia project.

It is critical because the Space will need to be Owned by the Arisia EBoard, but Anna and I are going to need to be able to manage it.

Manager specifically needs to be able to send invites, manage users and roles. But in general, almost all functionality the Owner can do should be also available to the Managers.
